Halle's gun was strapped to her belt as well as her badge. She may be a strong woman but she trusted Steve. The other investigators did have rumors that Halle was hanging out with Steve until they ended up in bed together, but as far as Halle knows, Steve was married. Being caught was the one thing that could get her fired. "C.O.D is brutal though", she walks inside, revealing two bodies laying on the bed.
