I'm trying to keep track of all the taken powers, even powers only mentioned in passing. So if you mention in your post that, say "the girl across the room from me has a teleportation power and always teleports around the room when she's sleeping" that character will be listed in the "reserved/taken" powers list. This is just a) because I'm ocd; b) because it may-but-probably-won't have some bearing on the plot, and c) because I'm really bored.
Here's the thing.
Powers can be reused, but.
BUT.
Only when the character who originally had them is dead.
That is to say that any characters listed in the OP under "taken/reserved powers" are still alive, because once they die their powers are freed up for the next generation of Stars.
You all will figure out why I'm making such a big deal out of this eventually.
