[@Odysseus] You mention in your NS that the Cayman Islands are wholly owned (in the private sense) by Tsao. Are they still under the sovereign jurisdiction of the United Kingdom, though? British sovereignty is hardly a deterrent to the islands' activities in the modern day, and being that Bright and her country have grown largely libertarian over time since then, it would hardly be an issue from a legal perspective.
