However, Warhammer 40k came years before SC was even made, tabletop at its finest! 1987 was the date when 40k was made and 1998 was when Starcraft was published! However, different tabletop game. You are thinking of D&D Tabletop that inspired 40k roleplay tabletop games like Only War and Deathwatch. However, I'm talking about making and painting armies of a race and using like a two hundred page rule books, 100 page codexs, and tons of dice and fight other people! It is quite intense and fun!
