I don't have a problem with a cybernetic eye, AMRO is capable of cybernetics. Though cybernetic limbs would be a no no. Thought it may actually be a bad idea as Alchemy can be used to hack into technology as such your artifical eye could prove to be a liability. 

The problem is chi manipulation, that is more or less energy manipulation and  its too strong aN alchemy for asylums. So you have to change that power.
