Yeah Devin would likely insist on her not hunting with the pack until she learns control. Though he will likely go with her to hunt, because one he doesn't want her to go on a rampage. Two he will be hungry. And three he wouldn't know if there was a clan in the new town. 

He will keep his distance for sure, but he will keep in eye sight of her.
