third, animation sometimes cuts down when things are being animated, vidoegames are a big example of this, but in anime they do it a considerable amount of times, LuckyStar is not outside of the anime being cut down while things are happening, also they probably don't want to put a butt crack on her because people would probably focus on it while she moved.
