Often times the guards would give other prisoners an extra 'exercise time' in the main mess by turning off the bracer, not all, just one or two. Usually one with an uncontrollable power and someone with a beef like the 'whiz-kid' over there. Then the guards let them smack each other around for a few seconds and turn the collars back on before gunning a few down. They always do it with the new recruits.
