The complicated part shows that you do not quite understand the complexity of the man who is [@Mr Allen J]. I'm not saying you can't (after all, we do sort of have two ice manipulators) but generally we try not to run duplicates of the same powers. In the end, though, it's honestly all up to Allen's judgement. 


Also, I should point out that by criminal, Allen essentially means a supervillain, not a shoplifter.
