Because the Might you spent creating it didn't exist at the time you created it. It would be unfair if anyone could go negative in order to build an amazing Holy Site with what, 100 Might, and then get back into positive in 2 turns thanks to the return on it. It would break the system. And technically, going negative isn't even permitted, so we'll just assume that any effects on Might-gained-per-turn due to going negative will not take place until the Might returns to positive figures.
