You have to understand, in the past, it was very hard to keep track of 1x1s and all the different PMs going on. They were just so vast and a lot of the things seen to by the mods were, in fact, brought to their attention because of players skimming through and reporting. If I can find an existing copy of the rules for now, I will be happy to distribute them, but I am unsure as of right now whether or not they exist.
