Most, if not all, Garakains still worship Vestec and the other gods and think Ialu's crazy. He's just crazy with a big stick and immortality. And no he can't just start ordering the troops to purge the hell out of the empire. :p That'd just end up with mass desertion and a mob of murderers. Getting cursed by Ferghus didn't help either. Ialu's hold is very tenuous at this point.
