No I don't think Ciara would let him if she knew, she would likely beg him not to because they are like family to her. I think it will come into light what he did either way. Though if he blames Jay it will fuel her hatred of her, and lead Ciara to snapping sooner and maybe actually setting her of fire. It would be kind of funny if he blamed the other guy too. Kind of ironic xD

Edit: I think that if he did blame Jay though that would be a lot of fun to play with her emotions about!
