In everything I have watched it has never worn off, and I only base on what I have watched.

From what I read at http://marvel.wikia.com Captain America has lost it for several reasons:
* drained from his body (Iron Nail's article)/neutralized (Captain America's article) by Iron Nail.

*Machinesmith deactivated the SSS.

*voluntarily removed the SSS due to meth.

I have found no instances of the SSS wearing off.
