Heh, Penance Stare doesn't really fire beams of guilt, or even clashes with other things. If you look into his eyes, it's basically over. It directly attacks the soul. 

With that being said, Ghost Rider only uses the stare on people he [i]needs[/i] to use it on, so don't worry 'bout Mana.
