Also as for the NCR/Legion thing, there is something similar. It's more along the lines of "Pre-Legion", as there is a underdog group of barbarians that's causing one heck of a free for all in the distant east. No unified lands yet, and just about everyone only manages to get by through looting and pillaging. The lands taken by the underdog group is well protected for the most part, the question is "how" since their military isn't any more unique than the others, not even in numbers. The underdog group should have suffered from being stretched too thin and facing too many enemies, but they're not.
