I'll be temporarily closing Kirigakure for Genin at this point so we can keep the countries balanced. It will reopen when each village has a team of Genin.

Kichiro Hokame is acceptable, I just ask that you relocate to another village. You can still be a water user.

Kato Mikuro - I need to ask you to relocate because we have too many Kirigakure ninja. Also the gas of his Kekkei Genkai cannot increase in power the more they are used, and the gas needs to take time to take effect, it cannot be instantaneous, + history isn't finished
