Are nations that don't have many favorable traits super-screwed if they come to blows with one that does? eg. a nation with Outdated Army vs. one with Elite Army (S). I assume that factors like terrain and tactics will come into play, and battles will come down to collaborative pieces, but do traits have a heavy hand in determining outcomes compared to how we write the scenarios?
