[@Blue Demon] That didn't really answer the question I dont think.... The bottom line is that it is all by chance. An inhuman can be hit with the mist from the crystal and still go through no change while some others do. Because they are all half human, there is only half a chance for them to 'change' and obtain a power. Which is what i think Revan is asking.
