Eli's mouth formed a tight line at Joseph suggesting the grocery store. That placed was marked as a red zone, an area with an high concentration of zombies. Despite the high volume of zombies in these areas that also happened to mean they were pretty much full of supplies. He had forbidden scavenging parties to go through any of these marked areas for obvious reasons the risk was too much.
