Yea some moves and abilities really do not translate well into roleplaying (and some are broken...), but I guess the idea is that when you first get a Pokemon, its weak, usually its body isn't exactly battle trained (It only usually fights as a way to survive), and such it can't handle the power of stronger moves, as such it just can't use them properly (it can use them just not well enough to be battle worthy, If you catch my drift), as such It essentially needs practice or Experience, to be able to us the moves in a way that would be effective in battle. but that's just my take on the whole idea
