The difference seems rather arbitrary since I don't know what makes them in a "Holy Order sense". They all worship the Mighty One and such but only the 250 hunters actually get much in the way of the special powers and equipment. So we'll go with the lower number, because getting might from every last one of the Orders even when the gods that own said Orders don't even get that is rather cheap =P
