[@Assassin] I want to notion that shinobi generally don't have control over elements. They can only 'spawn' water, not control it's tide and flowings. That'd be Avatar you're thinking of. Besides that raising water from the ground isn't generally something you can do without even knowing a technique, as it's a technique of itself.

Besides that I don't really see any problems.
