I have some ideas that you may consider. 

For one, an active recruitment drive for the Reformist would mean that a lot of players could start as an unaffiliated but declare later. Somebody would have to be that recruiter. So what's the Reformist recruiting for? Well we could say that they lack a counter to the Underground and are putting together a team mostly devoted to that. Honey can be one of the firsts, being drafted a week or so before the IC.
