They work on electronics, thus if you have a firearm or machinery which does not use any computerized or electrical system behind it, then they cannot control the electrical impulses as they "posses" it. So while perhaps they could tap into his cyberimplants, his brain is thus far out of the question due to the biochemical signals supplementing the electromechanical ones. Else they'd probably be called "Brainjackers" rather than "Stormwratihs" Relatively recent I'd assume. Perhaps within a few decades.
