I am afraid of confrontation with people, don't you think that system might end with people getting in a fight in the OOC about who gets it? If that happens would a GM step in and be the mediator?

Example: 
1. "I called ____ First!"
2. "-No, I called ____ First! You just tagged along!"
1. "Don't steal it from me!"
GM. "Whats wrong here?"
2. "I want ____ but he/she is gonna steal it!"
GM. "Okay, I'll generate a random name and whom ever it lands on gets to catch the Pokemon."

Something like that? If not, what happens in the event of a confrontation (or those annoying 7 paragraph long responses where they include a Pokemon battle and capture before your even online)
