It's for warships in general.

If you're wanting it to appear- fill it out. If a ship shows up that ain't already filled out, then it's a no-no. That way no one can pull crap outta their arse, like me and others used to in previous types. That includes experimental craft. If it has guns, and you want to use it, then go ahead and fill out the details.

If you wish to arm civilian ships, you must also provide details of that ship. You cannot make them military-grade, either. Militarized civilian ships will be much weaker, much more vulnerable. But provided that you write up the stuff taht you need immediately, you can have a surplus of them on a moment's notice (more or less, compared to brand-new warships). Updated/rearmed ships, such as taking a ship you write up at the beginning of the roleplay compared to the end, will also have to have their apps renewed. This way, no one has nothing just outta their butt.
