There are multiple. For one, he desires certain things that she has. As another, she can help him find one who is forbidden. Ironically enough, I won't stop him. But you're asking about love, in which I cannot answer. Luke is capable of love, but whether he feels it is another question. If I had to estimate, I highly doubt it.
