Elaborating my idea a little bit, Kusanagi and Izuna (Chloe and Elle's real names) could be some sort of royalty from a far away island inhabited only by minor goddesses that look like fox girls. The sisters were captured by an evil mage for evil purposes and lost their memory while they were small children. After Chizuru defeated the mage in the past, she adopted them into the guild and they grew to become one of the best teams around.
