I think in this case, it's more of a guide kind of thing.

Because it's not like you want someone to have all the rare pokemon just like that, and its's in the spirit of the games that random encounters exist for finding pokemon. I'd assume it's for balance, and also for flavour, so that making your team is similar to what an actual trainer would do.

But that's really just my conjecture, and I do agree that it would be pretty tedious.
