you can't really do a percentage, because at the end of the day, you won't be able to fit all 680 pokemon (this is minus the legendarys) 

so if you had put forward a idea like, say.

you won't find a eevee that easy because they are rare 
and as such you just put pokemon into raritys like so

Pidgey - [i]Common[/i]
Tauros [i]Uncommon[/i]
EEVEE - [i]Rare[/i]
shinys/psuedo legendarys/Very rare [i]Super rare[/i]
(a legendary) - [i]Legendary[/i]

so yea basically and then you just sort them into climates, it makes it more wholesome of a region then with the whole 

[b]You only find certain pokemon on certain routes[/b], because honestly thats not true, because if pokemon where real, they would migrate and move, for breeding and if the water source was lost, Etc
