I agree, although as an afterward we can consider rarity modifiers to certain routes. Like you can roll for events when someone enters an area, and say you roll like a nat 20, there's loads of Pokemon everywhere and rarity goes down a notch, or roll a 1 and there's one apex predator/really powerful Pokemon roaming closer to the roads and is aggressive. The first makes it easier to get what you want, the latter gives an opportunity, but it's crazy because of the difficulty. Also people can ask if a Pokemon can be caught in a certain area, so we can bypass some blind spots with simple human interaction. Also back to the topic of levels... Thinking...
