Quick question: Can I make a Rinnegan user? The reason I ask is because I don't see anything in the OP that says otherwise. Yet, I don't want to make a long ass story explaining how he acquired it just to be denied; when I could've used my time on making another character for the rp. Second question: I see everyone are using the already created jutsu that is being used in the Manga/Anime.That's what triggers my current question: can we create our own or are we just using the jutsu made beforehand?
