The Council aren't all that evil, and the Order isn't entirely good... just look at what the Crimson have done, and the Exorcists for Ko'roth's sake. And even though Warlocks are outnumbered, they aren't outmatched. Plus the Council are winning over most of the Blademasters, and as you can see they are nasty buggers.

Plus, that's just insanely boring to just have the Order and the Innocent Blade just destroy the Council and be over with it, the rest of the 75% of the RP would just be Imperion Shadowbreaker sitting in his room drinking tea and thinking to himself... "Huh... shit, that girl 50 years ago was flirting with me and I didn't realize it."
