A bow is an extremely slow weapon, in an arena you might get a single shot off before being rushed down by the other person, if there were multiple. Even if you are only up against one you'd need an extremely lucky shot to stop their charge, as many spots may sting but don't stop the other person from moving. Also you can't claim to shoot first and then change, because that leaves a lot of downtime in your defense where you'll be stabbed/slashed at in a real fight.
