That was discussed far back in the OoC, so not somewhere you'd be expected to notice it. Only the most annoying types of GMs would expect their players to read through all parts of a 43-page OoC.

Because devices can be taken away and/or broken, we greatly recommend avoiding such species. But if you've got a real good concept with justification, we can listen to a defense for such. Its in particular because such characters are likely to be highly vulnerable if captured. In essence: Normally no, but can be discussed.
