[/quote] Similarly, the OIB isn't like ten guys in their mom's basement. They're a highly-funded, well-manned organization that eclipses the Council in age by thousands of years. The easiest way to think of them is as a watchdog group in possession of nine Weapons of Mass Destruction. Nine re-usable nukes, even. Nine nukes would tear apart the United States of America, much less a warlock "nation" that consists of less than fifteen cities. That aside, though, my thought is now that the OIB sees the Council as being below their notice, particularly in the wake of their recent betrayal. They now have two of these aforementioned WMDs out of their control and in the hands of men they know to be dangerous and malevolent, and a third under construction by someone they consider far less than trustworthy.
