That description of the policy is rather vague. Is there severe oppression? What is the economic policy like? Is the society heavily stratified? Is there institutionalized prejudice? Is there any autonomy among subordinate rulers? How centralized is the government? Is the state highly militaristic? 

Also, I assume we're all going to be playing enemies of the "Dark Avatar", correct?
