Well, that's the problem, this 'infection' would be airborne, since this is the Walking Dead. The whole word would experience this infections. So countries like, China, Africa, the Phillipines, India, and Japan would be gone instantly due to the absurd population density. Being a foreign agent would be a hard character to play in world like this. If you can make a legitimate story around him then go right ahead.
