Let me say one thing sir. You are a monster for making me feel sad for this teenage killing machine. When I have to throw even more terrible things at her while exploiting her tragic past. All she wanted to do was love her damn mother [i]sniff[/i] And 14 is actually okay, they start training as young as they can and so most start out at anywhere between 14-16. But they are still newbies really it's surviving in a job where your life expectancy is that of a suicidal mayfly and being able to climb the ranks is where the prestige comes in. Because you can train any idiot Magi the skills of an exorcist or a keeper but you can't teach them how to survive.
