Let me sum it up:
Kio you still have fire regardless of having lightning. So you're basically a firebender with lightning.
Sakura is not in the world leaders meeting since she's just going to be bored so she's allowed to roam free and she's at the dojo with her aunt right now.

I edited things out too since it can ruin the lore we all love.

BTW, the Avatar won't be a fire nation one. Looks like my trolling worked :P no wonder so many made a lot of fire bender.
