Yeah, anyone who is a lower level than him in general would have quite a struggle dealing any meaningful damage to him. His power is highly defensive, and it's offensive uses are all reflecting what damage is being thrown at him.

I believe he can use his power to make his own attacks strike with a 100% chance of success, but he'll be limited to what he has on hand.
