The only safe city in all of Snake Mountain, the Daedric Plane of Boethia himself/herself, called Fangguard, is inhabited by a city as large and as populated as the Imperial City of Cyrodil was during the Age of Oblivion. Fangguard is a secret to most people throughout Tamriel, and some residents of Akaviri and even Atmora live here, explaining why the city is so large. Racial tensions almost don't exist at all, since the people need all of their strength to keep the city safe. An Archive of past Archmages, including Shalidor and some say even Julianos himself exist here, as well as a shrine to Meridia, who somehow made it here to defeat Boethia, unsuccessfully, but uncomfortably close for another Daedric Prince to soldier into another's plane and even come half close to winning the battle and usurping Boethia. The City is in danger of being wiped out. All wards against Boethia are waning. No one knows how anyone could have set up such powerful magic inside her own Daedric Plane anyway, but by now no one cares. The Archmage of Fangguard, Rofio D'Arnise, a powerful Breton Wizard, has discovered that a magical portal between Aetherius, Mundus and somehow even Snake Mountain, holds a pocket plane that must be entered and searched for a way to re-establish the wards inside Boethia's Daedric Plane against her. Julianos is working against Boethia, to stall her from preventing adventurers from re-establishing the wards. Hundreds of thousands of lives are at stake.
