How about this: Warframes integrate with the user until they die. Tenno are the original pre-war subjects that were mutated to fit the suits. These mutated people are code named "Tenno". ESA can modify/mutate standard humans to fit the Warframes. Once someone wearing a Warframe dies, anyone can steal it and modify themselves to wear the suits.
