Actually, come to think of it, saying its modeled after the GLC is completely inaccurate as very few of the members are conscious of the others like them and there is no sector organization. He is not assigned the number 2814 because its the ring's territory, but because that is where Nigel is. The other thing is that it is a trick and is only meant to look like its 'another Lantern Corps.' The only person who really identifies it as a Corps is the head. Unlike any of the others, this is specifically focused on Earth by design in a unique way.
