He was fully aware of her, wearing completely bulletproof armor, and armed with a melee weapon whilst in close quarters. The only reason she got out of that situation alive is because Kami decided to allow her to live, an unusual decision on his part.

Regardless, the Purge have government backing, which allows them to outdo Freelance in terms of resources. Even if Freelance has more advanced technology, the Purge will have access to more manpower and weapons.
