Since the infrastructure and people of The Philippines were taken from its timeline and put into this one, if the US had a military base there in the new timeline it would still have one, if not it would not. With the interpretation that it is just the land and not the ocean that was transported (which is what I'm rolling with, Queen Raidne can contradict me if necessary), if there was a fleet it would still be there, it just wouldn't have a friendly port anymore.
