I was under the impression that if you did the Pint-sized slasher thing then Braun just regenerated them all again afterwards, but it's been a while since I played through that mission. Ah okay, I getcha, that should be fine. 

I've already got the character creation system sorted out, but yes SPECIAL will play a role. I may implement perks, but that is yet to be decided.  

Depends on what the mod is. If its vastly world/lore changing then no.
