I've already got the character creation system sorted out, but yes SPECIAL will play a role. I may implement perks, but that is yet to be decided.

I'm fairly certain if you killed them all since you were from the outside or something you actually got them all killed, but either way. they are potatos.

Mostly it would have been some reasonable custom armors/weapons and if Perks were a thing include the wonderful More Perks/Traits mod.
