Otherwise the country will remain a country of small peasant economy, and it is up to us to realize this quite clearly." With our motherland still reeling from the Great Patriotic War, we must see to it that power generation be restored to pre-war level as soon as we can. To aid in achieving this, Great Construction Projects will be started. We shall build great hydroelectric stations near Stalingrad, Kuybyshev, Tsimlyansk, and Tsimlyansk. We shall build a canal between the Volga and Don rivers to ease the navigation between these mighty rivers. But what is equally important is the food security of the Soviet people, and to ensure this we shall make great irrigation projects in the Crimea, Southern Ukraine, and in Central Asia. Your complete dedication to the Great October Socialist Revolution is required for the betterment of our country, as the resources for its completion are present both from our motherland itself and from our comrades to the west, who are ever grateful to us for their liberation from the fascist yoke. Soon, when it all gets better for us, we shall aid them too. Further to the south, the peasants of Indochina have risen up in revolt against their slave-owning scum from France! The French do not seem to realise they are no longer welcome in Indochina, and do not only insist on enslaving the Indochinese but also themselves, as a nation that opresses the freedom of another nation can not be free itself. I send my best wishes to the free men and women of Indochina, for their struggle shall surely succeed like that of the free men and women of Indonesia before them. Your are fighting for your homeland against a broken colonial power who, unlike Britain in India, has yet to accept that their time is over.
